Is there a way that users of a forum can be restricted from editing forum details but allow to add a topic or reply to a post?

Yes, to see this in action create the following role.

Create a New Role
  • Click on "System Admin"
  • Click on "User Roles"
  • In the text box in the Role ID column enter "forum_reply"
  • In the text box in the Description column enter "Forum Reply"
  • Click the "Add" button
Set permissions
  • Click the lock icon to set permissions for the new role.
  • In the "Add Permissions" box select "Non-Admin modules"
  • Check mark Access and View
  • Click the "Add" button
  • In the "Add Permissions" box select  "User Table"
  • Check Mark "View"
  • Click the "Add" button

  • In the "Add Permissions" box select  "Forums"
  • Check Mark " Access", "View", "Add" and "Edit"
  • Click the "Add" Button
That's it for the User role.
Now just assign the user role to the user you want to have these permissions.

  • Click on "User Admin"
  • Click the Lock Icon on the left in the same row as user you are editing.
  • On the "Permissions" tab and the "Roles" tab make sure no other permissions have been granted.
  • On the "Roles" tab, in the "Add Role" box select from the drop down "Forum Reply"
  • Click "Add"
